I personally experienced this issue for the second time on July 1, 2024, which lasted for over 10 days. During this period, clicks started appearing again, but the RPM was affected by 70% and is slowly recovering. Although I am in the recovery stage, full recovery has not yet been achieved, and I still need to wait before confirming that the issue has been completely resolved. This issue is not unique to me; many others have reported similar experiences online. I hope Google responds to this properly through an official update or message.
